Background
Effective January 1, 2026, Italy introduced a 2€ administrative fee on low value imports. This measure, established under the 2026 Italian Budget Law, is intended to cover the administrative activities related to customs procedures for low‑value imports.
The fee is a government‑mandated charge collected by the Italian Customs Authority. It is not a FedEx surcharge: as the customs broker, FedEx disburses the fee to the authorities and then recovers it from the importer, as required by law.
We are currently awaiting final operational instructions from the Italian Customs Authority. As soon as additional guidance becomes available, we will publish the updates on this page.

Q1: What is the €2 administrative fee?
A1: It is a fee introduced by the 2026 Italian Budget Law (Law 199/2025) to cover administrative costs related to customs procedures on low‑value shipments arriving from non‑EU countries.
Q2 Which shipments are affected?
A2: Eligible shipments arriving in Italy from outside of the EU27 member states (including intercontinental shipments), with a declared value of €150 or below, regardless of whether the shipment is B2C, B2B, or C2C.
Q3: Is this a FedEx surcharge?
A3: No. This is not a FedEx surcharge. It is a government‑mandated fee. FedEx disburses the amount to the Italian Customs Authority and subsequently recovers it from the importer, in line with the applicable regulations.

Q5: Are the operational procedures final?
A5: The Italian Customs Authority has issued initial guidelines in Circulars 37/2025, 1/2026 and 4/2026, but additional clarifications are expected. We will update this page as soon as further details are released.

Effective August 29th, 2025, the United States will suspend the duty-free de minimis exemption for all low-valuecommercial shipments entering the country.
Imported goods that are valued at or under $800 and that would otherwise qualify for the de minimis exemption are subject to all applicable duties, to be paid in accordance with appropriate entry and regular payment procedures.

The surcharge does not apply to domestic intra-country shipments.
